Business requirement — Database Operation 1

Create the State entity and the first two screens used to add, update, and list states.

1. Create State with Id and StateName attributes.
2. Build a State List screen showing Id, Name, and Remove.
3. Add an Add State button that opens the State form.
4. Save new records and show a spinner while the save is running.
