Expand City with useful population, infrastructure, and address information.

1. Add TotalPopulation, TotalAreaSqKm, HasAirport, TotalHospitals, GovernmentHospitalAddress, and MainPoliceStationAddress.
2. Update the City form with suitable input types.
3. Validate population, area, and hospital counts as non-negative.
4. Save the new attributes during both create and update.
